Patent League Awards Found Their Owners

‘Patent League Award Ceremony’ that has been realized by the Turkish Patent Institute with the intention to encourage the efforts oriented to technological development in Turkey, to cause people to take pains over for invention and to contribute to enhance the awareness on patent at the public.

Associate Prof Dr. Yusuf BALCI, the President of the Turkish Patent Institute inaugurated the ceremony with an opening speech of him saying “The importance given to industrial property rights in the world and Turkey has been gradually increasing. Because, now the value of the companies, rather than their physical entities thereof, is measured by their intellectual capital they have. Mr. BALCI said that the patent is the most important element providing advantageous in competition and major companies now on understood the importance of patent and trademark and remarked that that is a pleasing progress thereat. Mr. BALCI uttered ”The most important subject of foreign capital while making an investment to a foreign country is whether the intellectual rights at that country is protected or not “. He briefly mentioned about the developments in the last years, and stressed that in the period of the last two years comprises of 2003 – 2005, the increase ratio at the local applications in our country at the domestic patents and marks are 92 % and 66 % respectively and we are in the first five in Europe. Mr. BALCI informed that an innovation platform will be constituted in public and private sector for finding solutions to the problems in the system.” and added, “Furthermore, infrastructure studies are already ongoing for establishing the “Patent Evaluation Agency”. Since this year is the 135th Anniversary of industrial property system Mr. BALCI also announced that activity which will be inaugurated in November by our Minister and said that it is under planning that the invention and designs those are original in activity and have high added value be rewarded. While his speaking by touching the benefits of the “Patent Incentives Protocol “to be undersigned by and between TÜBİTAK (T.S.T.R.I.) and TPI would be provided to the inventors, Mr BALCI terminated his speech by thanking to the Authorities of the Referans Gazette that has supported in terms of press introduction, to the firms deserved the prize and participants therein.

Afterward, Zafer ÇAĞLAYAN, Vice President of TOBB ( Union of Chambers of Commerce, Industry, Maritime Trade and Commodity Exchanges of Turkey) and President of ASO (ACI) (Ankara Chamber of Industry), begin to speak by giving an example of the patent application numbers in the world countries with the figures. Mr. ÇAĞLAYAN, declared that Turkey which is unable to enter into the first fifty countries in 1991 in the grading of patent application, its sequence has been raised to 32nd row in 2002. “This is a success, he emphasized and, that’s value can not be reduced and under this success the contributions of the firms that we were rewarded is considerably high.” Mr. ÇAĞLAYAN, in his speech, also attracted the attention on the importance of the R&D works and expressed that the construction of Teknopark (Techno park) at Temelli Region has commenced with the collaboration of of TOBB ( Union of Chambers of Commerce, Industry, Maritime Trade and Commodity Exchanges of Turkey) and ASO (ACI) (Ankara Chamber of Industry),

Ali COŞKUN,The Minister of Industry and Trade addressing during the ceremony clarified that “ At the international arena, the countries who have no patent institutions and their industrial property right are not established are not deemed as the countries open to competition” and he continued “ Before a foreign capital entering into a country it use to have a glance on whether the industrial property rights are under protection or not therein. When it is looked to the services of the Turkish Patent Institute in this regard, it is evident that this institute has a vital importance for Turkey.” Mr. COŞKUN continued, “From now on, the real agenda of Turkey must be the technologies and patents those would convey us to future”. and ended his speaking as, “We can not kill our time with artificial agendas and consequently media has important mission on this regard”.
